Pet & Passenger
Transportation

Your family includes the four-legged members too. Here is what you need to know about moving your pets, your vehicles, and your passengers safely during a PCS.

Moving to a new duty station is stressful enough without worrying about how your pets, vehicles, and family members will get there. Military moves involve specific rules for transporting animals, shipping your car, and covering passenger travel costs. Whether you are heading to Fort Cavazos, Joint Base San Antonio, or anywhere else in Texas, planning early makes all the difference.

Start Planning Early for Pet Travel

The moment you receive PCS orders, your pet travel plan should begin. Most airlines require health certificates issued within 10 days of travel, but the preparation starts much earlier. Your veterinarian needs to ensure vaccinations are current, microchip information is up to date, and any destination-specific health screenings are completed.

Gather your pet's complete veterinary records, including vaccination history, spay/neuter documentation, and any medication records. If your pet takes prescription medications, request enough supply to cover the transition period plus a buffer. Having a well-organized file makes every step of the process smoother.

Microchipping Is Essential

Most airlines and all OCONUS destinations require your pet to have a registered microchip. Make sure your contact information is updated in the microchip registry with your new address and phone number before you move.

Airline Pet Policies for Military Families

Commercial airline pet policies vary significantly. Some carriers allow small pets in the cabin, while others only accept animals as checked baggage or cargo. Weight limits, carrier dimensions, and seasonal heat or cold embargoes all factor in. Certain airlines offer military discounts on pet transport fees, so ask specifically about military pricing when you book.

For larger pets that cannot fly in the cabin, you may need to use a dedicated pet shipping service. These companies specialize in animal transport and handle the logistics from pickup to delivery. Research reviews carefully and book well in advance, as capacity is limited during peak PCS season in the summer months.

Quarantine Requirements for OCONUS Moves

If you are moving overseas, quarantine and import requirements can be complex. Many countries require a rabies titer blood test, which must be performed at an approved laboratory and may need to be completed months before travel. Some destinations mandate a waiting period after the titer test before your pet can enter the country.

Your installation's veterinary clinic is your best resource for OCONUS pet travel. They can advise on destination-specific requirements, complete official health certificates, and ensure your paperwork meets the importing country's regulations. Do not wait until the last minute, because some requirements have timelines that cannot be compressed.

Coming Back to Texas

If you are PCSing back to the States from overseas, Texas has no state quarantine requirement for pets. However, you will still need a valid health certificate and proof of current rabies vaccination for your return flight.

Breed Restrictions at Installations

Texas is generally pet-friendly with no statewide breed bans, though some installations and housing areas may have restrictions. Privatized military housing communities often maintain their own breed and weight policies, which can differ from the installation's general pet rules. Always verify the pet policy for your specific housing option before making commitments.

If your pet's breed is restricted in on-post housing, off-post housing becomes your best option. I can help you find pet-friendly rental properties and homes for purchase near your duty station that welcome your specific breed and size of pet.

Vehicle & Passenger Transportation

For CONUS moves, you will drive your privately owned vehicle (POV) and receive MALT (Monetary Allowance in Lieu of Transportation) reimbursement per mile. If you have dependents, you may be authorized to drive two vehicles. For OCONUS moves, the government will ship one vehicle through the Vehicle Processing Center (PCSmyPOV).

Passenger travel entitlements cover transportation for your dependents to your new duty station. This includes airfare or mileage reimbursement, per diem for travel days, and temporary lodging expenses. Use Plan My Move to calculate your specific travel entitlements based on your orders.

DFW Advantage

DFW has excellent veterinary networks to help your pets settle in, and the metroplex's central Texas location makes it a convenient hub whether you are driving in or flying through DFW International Airport.

FAQ

Common Questions

Can I fly my pet on a military-contracted flight?

Military-contracted (AMC) flights generally do not allow pets in the cabin or cargo hold. You will need to arrange commercial airline transportation or ground transport for your pet separately. Some exceptions exist for service animals with proper documentation, so check with your transportation office for specifics.

What quarantine requirements should I expect for an OCONUS move?

Quarantine requirements vary widely by country. Some destinations like Hawaii, Guam, and many overseas locations require rabies titer tests, extended vaccination timelines, and quarantine periods ranging from a few days to several months. Start the process at least six months before your move date to avoid complications or having to leave your pet behind temporarily.

Are there breed restrictions at military installations in Texas?

While Texas has no statewide breed bans, individual military installations and privatized housing communities may restrict certain breeds. Pit bulls, Rottweilers, Dobermans, and wolf hybrids are commonly restricted. Check your specific installation housing office before your move to confirm breed policies for both on-post and privatized housing.

How does POV shipping work during a PCS?

The military will ship one privately owned vehicle (POV) at government expense for OCONUS moves through the Vehicle Processing Center (VPC). For CONUS moves, you drive your vehicle and receive MALT reimbursement. If you have two vehicles and dependents, you may be authorized to ship or drive both. Visit pcsmypov.com to schedule your vehicle shipment and track its status.
